Biography

Mr. Gray litigates for Indian tribes.

 

Over the past 10 years, Mr. Gray has successfully managed litigation in federal, state, and tribal courts and administrative agencies on behalf of Indian tribes and their economic arms. He is skilled at developing successful long-term litigation strategies to resolve existing lawsuits, but also to help tribes anticipate and manage potential liabilities. 

 

Mr. Gray has defended tribes and prosecuted their causes of action in numerous cases to achieve favorable judgments or settlements in multiple jurisdictions, including: Michigan, California, Oregon, Florida, Arizona, Virginia, Georgia, Massachusetts, Nevada, Pennsylvania, Puerto Rico, Nevada, and South Carolina, as well as in several tribal courts. He has extensive experience litigating before federal and state appellate and trial courts and he has successfully represented clients in a wide range of complex matters including: sovereign immunity; contract disputes; property and construction matters; discovery matters; collections; and, tribal election issues.

 

In addition to litigation, Mr. Gray also has decades of experience in governmental law; federal, state, and tribal regulation; government structure and operations; and court structure and procedure. This experience has also allowed him to work with several tribes to draft and update tribal laws, regulations, policies, and procedures. He also represents tribal regulatory agencies to assist with building their structure and organization, regulation, enforcement, and licensing.

 

Mr. Gray began his legal career as an Assistant Attorney General for the State of Michigan.  In that capacity, he represented the Michigan Department of Transportation and managed dozens of civil lawsuits and a variety of regulatory matters before the Michigan Circuit Courts, its Court of Appeals and Supreme Court, and also the U.S. District Court, Western District of Michigan.

 

Before becoming an attorney, Mr. Gray had a decade of professional experience working in political, legislative, and administrative areas of Michigan’s government. Collectively, Mr. Gray contributes over twenty years of government work and experience to Mshkawzi.

 

Mr. Gray received his Juris Doctor from the Western Michigan University Cooley Law School, where he participated in the Litigation Concentration, served in the Office of Student Assistance, and was active with the Moot Court program. He received his Bachelor of Science in Political Science from Northern Michigan University.
